How can I find a legit Houston Modeling Agency?

I live in Houston Texas and I am tired of getting trapped into these "model calls" where they make me pay to reserve a spot then purchase a + outfit on top of it…just to find out it is really a hostess party to sell stuff.
My son is 2 years old and I know every mom has the cutest kid. I have never thought of putting my son in modeling but on a daily basis people tell me I should. Any REAL suggestions on where I should start?
